Vault 21

Vault 21 was for a time the paradise for a certain type of people: Gamblers. The bunker was located directly under the desert city of New Vegas. Here, every resident was equal, and any problems were solved with a round of gambling.
Regardless of whether it was card games, roulette, or others, the gamblers in the Vault enjoyed life there and there was a controlled, peaceful atmosphere. For 200 years, the residents lived basically their dream, because they themselves were players and loved nothing more than to indulge in gambling.
Only when Mr. House, the ruler of New Vegas, got wind of Vault 21, he played a game, won it, and took possession of the bunker. He expelled the residents and made the upper part a part of a hotel in New Vegas. Until that point, Vault 21 had been an oasis for all those who were addicted to gambling – regardless of the risks that this hobby entails.
