Artifact power is a particularly valuable resource in World of Warcraft as it strengthens the character (or their weapon) piece by piece.
Since the release of Patch 7.3 “Return to Argus,” players have had a way to buy artifact power for gold – from other players!
The sought-after item was the “Carefully Hidden Muffin” from the rare mob “Feasel the Muffinthief” in Mac’Aree. This could be sold at the auction house or traded in the old-fashioned way. Using the muffin granted a buff and either one of two gray items or a token for artifact power.
This way, one could – at least to some extent – “buy” artifact power.
The artifact power bonus was not very substantial and the random component of the muffin meant that one could spend a lot of gold without gaining a real advantage.
Hotfix patch resolves muffin issue
A hotfix that went live with maintenance on 04.10.2017 has now changed this. Here are the full patch notes:

A bug was fixed where players could not turn in the Envoy quest of the Army of Light because Defender Jaelaana was not present.

Paladin
Removing Thrays Chain immediately ends the effects of Wrathful Retribution and Crusade.
Priest
Holy
The healing of the spell Guardian Spirit should now be more reliable when the target takes damage from multiple sources.
Items
The Carefully Hidden Muffin is now soulbound upon pickup.
Player versus Player
The cooldowns of the abilities of Vindikaar are no longer finished when entering a battleground or arena.
Some of these changes, such as the soulbound muffins, have already been activated in recent days and have only now officially made it into the patch notes.
