Both are played by Cameron Monaghan, and like the Joker, chaos is the most important thing for both of them. They are brutal, ruthless, and always have a joke on their lips.
In the series itself, they are never referred to as Joker
because they were not allowed to. Monaghan himself confirmed this, as reported by Screen Rant. Warner Bros. forbade the series from using the name and the green hair. This seems strange, as the other villains appear with their well-known names. It was also said that he is not the Joker at all.
Aside from that, he is clearly meant to represent the Joker. Jerome has a disfigured face in the course of the third season that resembles the Joker design from The Joker: Death of the Family. With the iconic scar known from The Dark Knight.
However, Jeremiah was apparently allowed to use the green hair in the 5th season, as he appears there in his iconic purple suit.
Both portrayals in the series are, however, like in a comic. A more realistic representation like in The Dark Knight or The Joker should not be expected here. Despite the slight trash factor, it is one of the best representations of the Joker, which could especially please many comic fans.
