The developers have communicated via Twitter that they are aware of the problem and want to take a closer look, but nothing more has been said. Understandably: It’s also the weekend.

Player Says: Daily Missions Are Not Generated Automatically, But Are Coded In
An explanation for the puzzling problem (“How can this happen?”) is provided by a player in the reddit forum. He took a closer look at the code of The Division. He unpacked and analyzed a file that every player has on their computer.
In doing so, he found that: The daily missions are not generated automatically, but are coded in the game. And the last entry found was for April 8, for Friday. That was also the last day there were normal daily missions in The Division.
No code exists in the file for Saturday, Sunday, and the days after: Consequently, there are also no daily missions. A new patch must probably come that provides new data.
In The Division, the Code is Probably Out

The player’s theory on this: Massive probably wanted to deploy the next patch last week, which would have also brought new daily missions. According to the theory, the patch may have been delayed, and Massive overlooked that this also led to the “daily missions” running out.
At the moment this is speculation, there is no statement from the developers on this. However, it sounds quirky but quite plausible. If this theory is correct, there should also be no daily missions tomorrow, on Monday. From Tuesday afternoon, when 1.1 comes out, everything in The Division should return to normal.
