On the night from Friday to Saturday, precisely at 2 AM, a new week begins in The Division: The items that the Phoenix Credit vendors have in stock will be exchanged or re-labeled.
Today is probably the last time “Dark Xur” will hand over the delicious items for Phoenix Credits. Starting from the Incursions update, he will exchange them for Dark Zone currency. At least that’s how it is stated in the Patch Notes 1.1 of The Division.
One thing, however, will not change: to access the items from the Dark Zone specialty vendor, our dear “Dark Xur”, you must venture far into the northern Dark Zone. There he stands alone in his safe room in DZ06 and waits patiently. You can find the specialty equipment vendor in the operations base in the tech wing, right next to the enhancement station.

To purchase the items and blueprints from “Dark Xur” (his friends call him “Susi”), you need to be level 30 and have at least Dark Zone rank 30 (for Superior items) or DZ rank 50 (for High-end items). Additionally, this will cost you (still) Phoenix Credits.
