Victoria Neuman does not exist in the comics
Even in the comics, Vought has its fingers in politics. For this, Victor K. Neuman serves as vice president. He is not particularly intelligent and is controlled by Vought. He is complicit in one of the biggest disasters in the USA because he wanted the military to enter into a contract with Vought.
In the series, Victoria Neuman takes over his role, but is a completely different kind of character. She is intelligent and the adopted daughter of Stan Edgar. She also becomes vice president, but with significantly more intrigues and facets than Victor. Additionally, she is secretly also a supe with the powerful ability to make heads explode.
Instead of just being a simple pawn of Vought, Victoria is an interesting character who is not just purely evil, but has a special relationship with Hughie. Dynamics arise with Homelander and a conflict that makes her more exciting than Victor ever was.
