This is the current situation: All graphics cards are still priced significantly higher than the recommended retail price. However, there is a trend towards lower prices.
This is partly due to China actively cracking down on miners and Chinese miners now selling their used graphics cards below value.
What about the RX 6600 XT? Due to the current tense situation in the hardware market, we expect that the RX 6600 XT will also be only limitedly available at launch and that you will most likely not be able to buy the graphics card at the recommended retail price from many official retailers.
