This is divided into three boosters:

Is there a “best” booster in Pokémon TCG Pocket?

Which pack should I save up for? Depending on your preferred playstyle, you should focus on a specific booster. The currently strongest decks are those centered around Mewtwo-ex and Pikachu-ex, so you should invest in these two boosters for PvP.
If you are primarily looking to complete your card collection, the choice is irrelevant. You should focus on the booster from which you are missing the most cards.
Are you just not drawing the cards you need? Then you could use your pack points to get the cards you want. You definitely shouldn’t let those sit for too long, because as of now, pack points in TCG Pocket have an expiration date.
