Team Rocket was surprisingly removed from Pokémon GO again after just one day. This is confirmed by Niantic on Twitter.
This is how the launch went: On Monday evening at 10 PM, Team Rocket and the Crypto-Pokémon appeared in the game to the surprise of many. The launch was bumpy, as players complained about many bugs during encounters and the rarity of the Rocket Grunts.
After the launch, Team Rocket has now completely disappeared. You will no longer encounter them at PokéStops.

What does Niantic say? On the English Twitter account, the developers state that Professor Willow has found out that the Crypto-Pokémon were previously stopped. They mention that this phenomenon is becoming increasingly concerning.
What could be behind this? Players are currently discussing this on Reddit . Some say that Team Rocket is still flawed and they want to improve it and then bring it live again. So this tweet may be an attempt to cover up the bugs and keep it mysterious.
Others suspect that this was all planned and that Team Rocket will return at a later date. They could then bring an event and the special research found around the Grunts.
