Kyogre Overview – What can the Boss do?
The Water Pokémon Kyogre can be found as a legendary opponent in Level 5 raids. Its boss CP is 54411. You can find it as a raid boss until June 27 in the arenas of Pokémon GO.
Due to its Water type, Kyogre is vulnerable to strong Electric and Grass types. After catching, Kyogre has a maximum of 2351 CP (Level 20, perfect IVs) or 2939 CP (Level 25, rainy weather, perfect IV).
When facing Kyogre, it’s best to use a typical attacker count of at least 3-4 trainers (Level 38 and higher).

Kyogre Counters – These Monsters are Effective in Battle
To effectively battle Kyogre, Electric or Grass type monsters with appropriate attacks are particularly well-suited. Raikou is the strongest counter that can handle all of Kyogre’s movesets. Electivire or Zapdos also fit into this schema, but are generally a bit weaker than Raikou.
