The second part of the Christmas event in Pokémon GO will likely be activated tonight. Then you have a high chance of getting starter Pokémon.

On December 25, the Christmas event in Pokémon GO started. Trainers have since the start of the event an increased chance to get Togepi and other baby Pokémon as rewards from eggs. In addition, there is a one-time egg incubator gift for the first spin of a PokéStop.
When does the event start? When are there more starter Pokémon?
Today, on December 30, this event is entering its second phase, and there is an increased chance of starter Pokémon and their evolutions. For us in Germany, the event will likely not start until evening or night. It is announced for “afternoon on the US West Coast.” This could be between 2 PM and 5 PM their time. For us, these times are approximately 11:00 PM to 2:00 AM tonight from Friday to Saturday, December 31.
Starter event brings Charizard, Venusaur, and Blastoise into play
In the second phase of the event, there is an increased chance of encountering the starter Pokémon in the game. These include both Bulbasaur, Squirtle, and Charmander as well as their evolutions. You will also see Ivysaur, Venusaur, Wartortle, Blastoise, Charmeleon, and Charizard more often.
To further increase the probability of finding these Pokémon in the wild, there is a buff for the lure modules. Instead of lasting 30 minutes, the lure modules will last 60 minutes in the second phase.
The increased chance of encountering starter Pokémon and their evolutions is active until January 8.
Bronze, Silver, and Gold – New gifts in Pokémon GO
