In Diablo 4, the way to obtain the coveted Mythic Uniques is changing. However, those who want to get the right items more easily need the new expansion Vessel of Hatred.
Which items are we talking about? In Diablo 4, the system surrounding the rare and sought-after Mythic Uniques is changing with the new expansion. These items are special in the game because their properties can drastically change the character.
For example, the item “Staff of Lycander” ensures that after defeating an elite enemy, you receive a random shrine effect. Even the less crazy items provide interesting variety.
As the developers explained in their new livestream (via wowhead.com), players should now find it easier to obtain the items.

Only those who have the expansion can choose items
What feature do buyers receive? The way Mythic Uniques can be crafted is changing with the launch of the expansion. In the future, you will only need 2 Resplendent Sparks to craft a random Mythic Unique at the blacksmith. The alchemist will no longer be able to do that from then on.
However, those who do not want to rely on luck for the right Mythic Uniques will need the new expansion Vessel of Hatred. There, you can obtain runes from your enemies. With a handful of those and 2 Resplendent Sparks, a specific Mythic Unique can then be crafted at the blacksmith.
This way, owners of the new expansion can get the desired Mythic Uniques much faster than players who want to forgo the new expansion.
How do players feel about the announcement? Players are hardly surprised that such a good system is only available with the new expansion and not accessible to everyone.
