Rank 4: Orochimaru
The fourth place is held by one of the legendary Sannin: Orochimaru. He appears very early in the story of Naruto. Through his attack on Konoha, the third Hokage dies, and the village is half destroyed. After these major events, he mainly pursues his own hidden goals but repeatedly maintains massive influence over ongoing events.
Overall, he fought in two Shinobi World Wars on the side of Konohagakure. However, even during this time, he experimented on other residents of his own village (without their consent) and was subordinate to Danzo Shimura in his Ne unit.
After his experiments were uncovered, he left Konoha and founded his own village, Otogakure. There, he continued his dubious activities, indoctrinated children, and began researching ways to attain immortality. Here, he took over his first new body and learned Edo Tensei, the resurrection technique of the second Hokage.
Basically, Orochimaru is very difficult to kill: Sasuke had an easy time with him when he left Otogakure after his training. In fact, however, his old master was hidden in Sasuke’s curse mark and had to be extracted by Itachi. But that was not enough, as Sasuke was later able to bring him back to the world of the living.
Orochimaru is extremely powerful, even though he does not fight much in the later course of Naruto: Through his inhuman experiments and his desire to master all shinobi arts that exist, he is a dangerous opponent.
The children and teenagers he indoctrinates from Otogakure usually carry out his orders without questioning them. Thus, Orochimaru is not just a powerful shinobi but also commands his own army.
Rank 3: Nagato aka Pain
Nagato is one of three children who lost their parents in the Second Shinobi World War. He receives basic ninja training from Jiraiya. A little later, he becomes a founding member of the group Akatsuki
, which aims to bring peace to their homeland, Amegakure.
A confrontation with their opponent Hanzo and his ally Danzo leads to the death of Nagato’s best friend Yahiko. The emotional strain awakens in him the powerful Rin’nengan
.

Nagato’s great wish is to bring peace to the Shinobi world. His first step is to take over the leadership of his hometown, Amegakure. From there, he and Konan, who was formerly the third member, recruit new members for Akatsuki
: rogue felons like Kisame, Sasori, Itachi, and Deidara.
As the leader of Akatsuki
under the new name Pain, he wants to collect the Biju to use their power for peace and to end the eternal squabbles over the beasts. By now, he controls six corpses – the six paths of Pain – from a wheelchair.
With these bodies, he ultimately kills his old master when the latter appears on a spy mission in Amegakure. Shortly thereafter, he and Konan directly attack Konoha to secure Naruto and the Nine-Tails. The village is laid to waste. Hero Naruto can only influence Nagato to change his mind through the shared connection to Jiraiya and thus triumph.
Nagato is so powerful through his eyes that he is later revived by Kabuto Yakushi and used as his puppet. His Rin’nengan
makes him a worthy holder of the third place in the power ranking: With Chibaku Tensei
, he can trigger huge explosions, Shinra Tensei
allows him to alter the gravitational field of his body, and with Gedou Rinne Tensei no Jutsu
, he can even resurrect the dead – at the cost of his own life.
