The veterans of Elder Scrolls Online have to endure a lot. In just one year, the combat system was changed four times. However, people continued to complain and demanded a fifth update, which is actually coming now. We at MeinMMO summarize.
What was changed? The last major update in ESO was Update 35. This brought the 4th changes to the combat system in the game within just one year. Most importantly, however, there were drastic changes to how auto-attacks work.
Light and heavy attacks were not supposed to scale with your attributes anymore, which resulted in you dealing 6 to 11% less damage. This caused quite an uproar within the ESO community, especially among longtime players who were annoyed by it.
Now the developers are reacting and changing their combat system for the 5th time in one year. With the next update, the changes from Update 35 are supposed to be corrected and should be less dramatic.
What will change? The developers of ESO are specifically responding to the feedback about light and heavy attacks. These should soon scale with attributes again, but not as strongly as before. Nevertheless, your attributes should once again influence the battle.
In addition, all bosses starting from the veteran difficulty will have fewer hit points. The exact amount depends on the respective boss, still, the fights should become easier in a sense to compensate for the lost damage.
The latest addon High Isle, however, is well received by fans:

What does the community say about it? Reactions are very mixed. Some users are happy that ESO is addressing the criticism. Others, however, believe that the update does nothing and that they will soon have to implement a sixth revision.
Fans particularly point out that it seems like practically nothing is changing, and they would thus be working past their goals again. One fan writes in the forum: “So you’re continuing to weaken players and then also making dungeons easier again to balance the nerfs? Then we end up exactly where we started. This is just ridiculous.” (via ESO.com).
Others, however, see no contradiction at all and say that it does not work past the goal, but rather fulfills this goal. Overall, there should be less damage in the game, and the changes would achieve exactly that without destroying too much.
“They reduce the DPS across the entire game and thus the actual damage dealt. So they achieve their goal of having less damage in the game while still keeping the boss requirements at the same level so that the hardest dungeons remain doable.” (via ESO.com).
