Wall-Jumps and a 3-stack ability are part of Talon starting from the preseason of League of Legends.
In the Assassin update, Talon receives some changes. He will be able to jump over terrain, making it easier to escape or chase down enemies. Additionally, this ability has no cooldown and costs no mana. The only limitation is that the terrain he just jumped over does not provide him with a second jump immediately. League of Legends – Talon Update
First, let’s look at his new E ability. It is called Assassin’s Path and is designed to overcome terrain. It does not matter whether the terrain is part of the default map or created by players. Talon could presumably jump over a wall using Assassin’s Path. As mentioned, this ability has no cooldown and no mana cost. However, there is a high cooldown on the terrain that has just been crossed. So, if you jump over the wall at Dragon to kill someone, you cannot immediately jump back over that wall, but need to find another way (if you are in a hurry).
Talon’s Q ability Noxian Diplomacy is no longer a simple auto-attack reset, but has now been transformed into 2 different attacks. If you use Noxian Diplomacy on an enemy close to you, it deals a lot of damage. If you use the ability at a longer distance, Talon sprints to the target and deals damage (less than if you use the ability in close combat).
The new Passive ability Blade’s End follows the well-known 3-stack principle that you may already know from other champions. When you deal damage with your abilities, enemies are marked with a stack of Blade’s End, which can stack up to 3 times. Once 3 stacks are reached, your automatic attacks cause the target to bleed heavily over the next few seconds. In the video, you can see how these abilities behave in-game.
