You can collect it during Season 3. Whether there is a time limit within which you can collect it is currently unclear. Typically, bundles only go offline as a purchase option when a new Combat Pack is activated.

Is it available for PC and Xbox as well? The Combat Packs are exclusively intended for players on PlayStation consoles. So far, there has been no option for players on PC and Xbox to purchase them in the stores of the platforms.
Due to the deal between Microsoft and Activision Blizzard, this could change in the future, but that is speculation at this time.
