The TOTW 23 does not include any players with a rating above 90. The highlights are Cavani with 89 and Alex Sandro and Ruffier with 87 each. Additionally, there are many players with ratings in the mid-80s:

What is the Team of the Week (TOTW) in FIFA 18 Ultimate Team?
Every Wednesday, EA Sports reveals the Team of the Week in the “Ultimate Team” mode of their annual football simulation. This is also the case in FIFA 18. Players who excelled in real football during the past week are rewarded with special cards that have improved attributes.
You can pull TOTW cards within a week from the packs which may contain Rare (Gold) players. However, the chances of this are low. Additionally, you can purchase them on the transfer market if they are offered by other players, but the prices are usually extremely high.
