In Fallout 76 there are plenty of quests that you can complete. Some of them also require you to perform the grim craft. But this is only possible if the target is there. There might currently be issues with Evan.
Bug in Evan quest: A bug can currently prevent you from killing the NPC Evan for a quest. However, there are some tips and tricks you can try to resolve this.
Can’t kill Evan? Here’s what you can do about the problem
“Personal Matters” is not progressing: In the quest “Personal Matters” in Fallout 76, where you learn more about the Overseer, you are supposed to kill Evan.
You can find Evan in the basement of a building at Mount Blair. You need the Overseer’s keycard to access it, which is on the table next to the door to the basement. Simply swipe it through the terminal next to the door to enter the basement.
However, a bug can prevent your progress afterward. Evan is often already dead. He will simply lie as a corpse behind the locked door.
Switch servers: If Evan currently does not exist for you, it means he hasn’t respawned properly on the server. He has been killed previously by someone else and stays dead.
You can simply leave the game and rejoin if there is only a corpse in the room. You will likely land on a new server where Evan might still be alive or properly respawned.
Create a new character: If switching servers doesn’t help, there is another solution. Some forum users have reported that it helped them to create a new character.
They then played this character for a minute before switching back to their main character. For some, this resolved the issue and Evan was alive again. However, it may take several attempts, just like logging out and back in.
Ignore the quest: A less satisfactory way with guaranteed success is to simply ignore the quest. At this point, “Personal Matters” is optional and does not contribute to the main quest.
You can leave the quest aside for now and continue playing. In the near future, there will be a patch with significant improvements for Fallout 76, which will also fix issues with quests. Evan may then appear properly again.
