The Saiyans can transform in Dragon Ball in various ways to reach stronger levels. In combination with one of the strongest Saiyans, this would create such a dangerous opponent that the author of the manga decided not to include him in the official story.
Where does Broly reach the level? One of the most powerful Saiyans would be Broly in the form of Super Saiyan God. However, Broly cannot achieve this form either in the anime or in the movies in which he appears.
Instead, Broly transforms into Super Saiyan God only in the arcade game Super Dragon Ball Heroes and in the 4D movie Dragon Ball Z: The Real 4-D at Super Tenkaichi Budokai. The 4D movie was an attraction at Universal Studios Japan, but it has since been removed from the program.

The form is so powerful that it does not appear in the official story. Even in the 4D movie, Broly can only be stopped by Son-Goku fusing with the audience.
Broly is now part of the manga, but he is far from reaching Super Saiyan God. It may take some time before he reaches such powerful levels.

What level is being discussed? Son-Goku learns Super Saiyan God throughout Dragon Ball Super. The user gains divine Ki, making him even stronger than the triple Super Saiyan.
For Son-Goku, the hair does not turn blonde, but red. Broly from the 4D movie and the arcade game retains his green hair instead. There are further forms where the hair turns blue or pink.
To achieve Super Saiyan God, one must either train hard or perform a specific ritual. Super Saiyan God requires six kind-hearted Saiyans to be ready for the ritual.
Son-Goku could only achieve this level because Videl was pregnant with Pan. So, Son-Goku owes one of his stronger levels to his granddaughter, but he doesn’t even remember her name.
Who is Broly? Every 1,000 years, a particularly powerful Saiyan is born. In Universe 7, the current legendary Super Saiyan is Broly. Since his power level is said to be even higher than Vegeta’s, Vegeta’s father decided to abandon Broly on Vampa. There, he was picked up by Cheelai and Lemo, two members of Frieza’s army.
