In Diablo 4, there are dungeons that hide behind strongholds and therefore do not initially appear on your map. You will notice this, among other things, when you want to activate Nightmare Dungeons through their seals and the message “You do not yet have access” appears.
One of them is the dungeon “Shifting City.” We summarize which stronghold you need to complete and how to find the dungeon afterward.

How to Find the Shifting City
Where can I find the Shifting City? The dungeon “Shifting City” is located in the “Dry Steppe” area, east of Jirandai. In that area, you will find the associated stronghold “Qara-Yisu,” which you need to capture. Once you have conquered the stronghold, the dungeon “Shifting City” will appear there.

How do I conquer the stronghold? When you enter the Qara-Yisu area, you are tasked with destroying three infernal towers. You can recognize their positions by the skull symbols on the map. At the towers, many smaller enemies and a few elites await you.
After you have destroyed the towers, you should investigate a disturbance in the Qara-Yisu mine. Upon arrival, you will encounter “Utulku,” the champion of the stronghold. Once you defeat him, you activate the “Shrine of the Wanderer” and the stronghold is conquered.
What is the benefit of all this? By conquering Qara-Yisu, you receive two dungeons that you can visit: Shifting City and Pale Sink. Strongholds are also reset with each season, meaning you can conquer them again and again. With the conquest of a stronghold, you sometimes get new waypoints that you can fast travel to, and 100 renown points in your regional progress.
In general, it is worthwhile to complete regional progress because: You receive important bonuses for each new character (in the same mode). Dungeons also earn you renown points. Additionally, you level up your glyphs in the Nightmare versions of the dungeons, granting you certain bonuses. How to best farm and level glyphs is explained here.
