The Black Spindle has an attack value of 310. This is a problem (or an opportunity) because players can replicate it with “300” from their weapon designs. And with the 300 Spindle, they can infuse other special weapons from the Taken King, thus increasing their attack value.
This is a bug that Bungie intends to fix soon. The Black Spindle is supposed to be reduced to 290. Community Manager DeeJ announced this last night. The special weapons that have been infused to a higher value with the Black Spindle will retain the higher value.

How could one have figured out that the Black Spindle is hidden right there
It was actually not that surprising that the Black Spindle was exactly there. Because a hint was hidden in the game that just no one found or at least no one pursued.
The Black Spindle is clearly modeled after the sniper rifle Black Hammer.
When the raid weapon Black Hammer was dismantled, there was a special item with strange symbols on it, a rune stone. Although the players registered this, they thought there was something to be done with the item itself and did not investigate further. They thought: Eventually, one would be able to use the item.
