This is a pretty strange weapon, possibly intended to snipe relatively weak enemies from afar in PvE. Against strong enemies, reloads are often necessary. The idea of a deadly sniper mowing down enemies in waves is nice. Whether this thing is viable in practice will be revealed in initial field tests.
Beyond is not tied to any quest. The sniper rifle is also available from Xur.
