Gilderoy Lockhart has many impressive titles: Honorary member of the League for the Defense Against the Dark Forces, holder of a Third-Class Order of Merlin, and three-time winner of the Most Charming Smile Award of Witch Weekly. He would surely be extremely outraged not to be in first place in this ranking.
However, Lockhart is unfortunately primarily a fraud. Over the years, he stole the achievements of other witches and wizards by publishing them under his name. He simply manipulated the true adventurers and inventors with his memory charms.
That Lockhart doesn’t understand much about magic is evident in his lessons. In his first class, he unleashed a bunch of pixies on the students, only to vanish himself. Admittedly, through incidents like these, the students did actually learn something. They were thrown into the deep end and had to defend themselves. However, that doesn’t speak for Lockhart’s particular competence.
