The position of the teacher for “Defense Against the Dark Arts” is considered cursed at Hogwarts. No one kept the position for longer than a year. Often, it ended with an unfortunate fate for the teachers.
The rumor has it that Tom Riddle, later known as Voldemort, personally cursed the position. After his school years, he applied for the position himself but was rejected by Albus Dumbledore.
Regardless of whether it was a curse or unfortunate coincidence, Harry actually had a new teacher for Defense Against the Dark Arts every school year. Unfortunately, not all of them were equally competent.

Dolores Umbridge is definitely not one of the most popular characters from Harry Potter – quite the opposite. For many, she is the most evil figure in the series, even before the main villain Voldemort.
Actually, Umbridge was a Ministry employee, and that was evident in her teaching. She completely refrained from practical exercises. There was only dry reading from selected books approved by the Ministry. Even Hermione, who usually prefers to look everything up in a book, could not approve of this teaching method.
But the lessons were not only boring and uneducational. Moreover, Umbridge abused her position of power to spread the lies of the Ministry. She also liked to use violent methods.
Overall, Umbridge was an absolutely incompetent teacher who should not be let loose on any class. She simply does not deserve more than the last place.
