Who is the Court of Owls? The Court of Owls is an ancient organization that has ruled Gotham for centuries. It consists of powerful and wealthy families who control Gotham and processes within the city.
If a politician becomes too successful and does not fit them, he is dealt with by the Talons, controlled assassins. They are considered a creepy urban legend in Gotham. One of their goals was Bruce Wayne after he wanted to modernize and rebuild the city.
Why would the Court of Owls make a good antagonist in a film? Batman loves Gotham City, and that is a great motivation for his actions as a hero. But what if Gotham City is completely different from what Batman thinks? The Court of Owls plays with that, showing Gotham in a different light. Additionally, the Court of Owls has connections to Batman and his friends, which would make a fight also personally challenging on another level.
