Who is Hugo Strange? Hugo Strange is a genius in the field of psychology, but he also researches genetic experiments. For example, he created the Monster Men, cannibalistic monsters. He usually works with villains who finance his experiments.
He developed an obsession with Batman and attempted several times to discover his identity, which he was successful in once. His obsession even went so far that he wanted to become Batman himself. For that, he even created his own Bat-suit in the past.
Why would Hugo Strange make a good movie villain? In a normal fight, Batman would have no problems defeating Hugo Strange, but his intellect and tactical understanding would pose a significant challenge. As seen in Arkham City, Strange was able to psychologically attack Batman, and even knowledge of his identity is a good weapon against the hero. He would be a great villain to intellectually challenge Batman.
